Mr. Klumpp is the Deputy Director, for International Engagement (IE) in the International Cooperation, Directorate of the Office of the Under Secretary of Defense (Acquisition and Sustainment), Assistant Secretary of Defense Industrial Base Policy ASD (IBP). He is responsible for managing a team of international program managers that identify and pursue international collaboration with Allies and Friendly Foreign Nations worldwide. Prior to the position he was the Deputy Director for International Armaments Cooperation in the Office of the Under Secretary of Defense for Acquisition and Sustainment. Mr. Klumpp started his Civil Service Career in August of 2005, as the Program Director for Personnel Readiness at the Program Executive Office for Enterprise Information Systems.

Prior to that he served in the United States Army in numerous Research, Development, and Acquisition positions including; Assistant Project Manager for Airborne Communications in the Office of the Project Manager for Aviation Electronic Combat; Chief of Combat Developments in the Land Information Warfare Activity; International Research and Development Staff Officer in the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation; and Product Manager for the Army Human Resource System.

Mr. Joe Klumpp has a Bachelors of Business Administration from James Madison University and Master of Science in Acquisition Management from the Naval Postgraduate School. He is a graduate from the Command and General Staff College at Fort Leavenworth Kansas and is a Senior Army Aviator with tours of duty in the Federal Republic of Germany, Fort Bragg, North Carolina, and Operation Desert Shield/Desert Storm.
