People of International Cooperation

The Office of International Cooperation consists of a dedicated group of professionals working a wide range of international defense and security issues. We engage across the Department of Defense, the interagency, U.S. industry, and with our international partners to support cooperative acquisition, technology development and protection, and sustainment objectives. Our staff is made up of country desk officers with functional and regional expertise; program teams managing the Coalition Warfare and the Defense Exportability Features Programs; and specialists in technology security, foreign disclosure, international agreements, and multinational logistics.

Michael J. Vaccaro

Mr. Vaccaro is the Director for International Armaments Cooperation (IAC) in the Office of the Under Secretary of Defense for Acquisition and Sustainment (A&S). IAC supports the Under Secretary of Defense (A&S), the Executive Director, International Cooperation, and other A&S Principals in managing the Department of Defense’s cooperative relationships with foreign countries.

Melissa K. Benkert

Melissa Benkert is the Director for Planning, Programs and Analysis (PPA) in the Office of the Under Secretary of Defense for Acquisition and Sustainment (A&S). PPA is the Department of Defense focal point for the authorization of international agreements for research, development, production, acquisition, and logistics support. Seeking to foster greater international cooperation, PPA administers the Coalition Warfare Program and the Defense Exportability Features Program.
