Clothilda (Clo) Taylor

Director of Business Operations


After serving five years (June 2016 – August 2021) at the Department of Homeland Security as the Executive Director of the Strategic Learning, Development, and Engagement Office and Chief Learning and Engagement Officer in the Office of the Chief Human Capital Officer, Ms. Taylor has returned to Department of Defense (DoD) to succeed in the role as Director, Business Operations within the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). In this role, she provides oversight and policy direction to the USD(A&S) on matters relating to the organizational management and support functions of the OUSD(A&S) enterprise.

In her previous tenure with DoD, Ms. Taylor served as the Principal Deputy Director of Administration within the Office of the Under Secretary of Defense (Acquisition, Technology and Logistics) (OUSD(AT&L)). While concurrently serving as the Principal Deputy Director of Administration, Ms. Taylor was also Acting Director, OUSD(AT&L) Human Capital Initiatives. In this role, she provided expertise in human capital management, leading the Acquisition Workforce Personnel Demonstration Project, Senior Executive Service performance management program, and military personnel staffing for OUSD(AT&L). Ms. Taylor also served as Director, Human Resources in the Executive Office of the President on a long-term training assignment. This assignment enabled her to further develop an operational portfolio as she handled a diverse array of agency-wide programs including Senior Executive Service oversight, the Acquisition Demonstration Project and National Security Personnel System, safety and occupational health, labor/employee relations, engagement, workforce development, and other special programs.

Ms. Taylor has served in different capacities across the federal government. With over 25 years of professional experience, she has achieved a strong record of leading people and organizations in the development and execution of forward-thinking programs in strategic planning, human capital management, business process improvement, and administrative management.

Ms. Taylor was born in Fort Myers, Florida. She earned a Master of Business Management and a Bachelor of Science in Business Administration from Florida State University. Ms. Taylor is married to Mario Taylor, an Army Veteran. They have a son, Mario Taylor II, who is a Georgia Tech University graduate and a daughter, Latavia Taylor, who is a James Madison University graduate.
