DOD OCS ACTION PLAN
Since 2013, the DOD Operational Contract Support (OCS) Action Plan has served as a strategic guide to establish OCS as an enduring Defense capability. As part of the Total Force (U.S. military, DoD civilians, and contractors), contracted support will continue to play a vital role in the success of decisive military operations; train-advise-assist missions; counter-terrorism operations; and humanitarian assistance and disaster relief operations. The Action Plan defines the tasks that must be accomplished for DOD to achieve the OCS capability needed.

The Fiscal Year 2019-2023 DOD OCS Action Plan builds on previous plans and adds new tasks resulting from the OCS Joint DOTmLPF-P Change Recommendation. The DOD OCS Functional Capabilities Board, Congress, and the Government Accountability Office have continually monitored and assessed the Department's OCS progress and plans. With the support and commitment of DOD senior leaders and OCS stakeholders, the annual DOD Action Plan will continue to serve as the Department's guide to OCS integration.
