Deputy Assistant Secretary of Defense for Materiel Readiness
1. Monitor and assess DoD adherence to Materiel Readiness statutory and regulatory requirements.
a. Maintain situational awareness of U.S.C. revisions and NDAA / public law proposed language.
b. Engage Congressional professional staff to promote Congressional understanding of DoD Materiel Readiness requirements.
c. Participate in and provide department leadership for Congressional inquiries, GAO reviews and reports, and department studies and reviews.
d. Partner with OSD stakeholders (to include L&MR DASDs) for DoD Acquisition Enterprise integration.
2. Lead Life Cycle Management (LCM) policy formulation and provide guidance & advocacy
a. Author DoDD 5000.1 & DoDI 5000.02 LCL language.
b. Sponsor Defense Acquisition Guide Chap 5 and drive LCL influence into other DAG chapters.
c. Maintain situational awareness of OSD, Service, Agencies, and JCS policy and guidance documents that influence LCL.
d. Chair the Life Management Senior Steering Group (LCMSSG) (Possibly ICW MESC, i.e. co-chair)
e. Collaborate with Intra-departmental leads, Services, Agencies, Joint Staff, Congress, Program Managers and Industry to advance DoD sustainment strategies.
3. Advocate and influence a life cycle focus for effective product support.
a. Shape DoD performance-based acquisition and sustainment strategies.
b. Engage DoD components as subject matter experts for life cycle product support and materiel readiness.
c. Engage program managers and OUSD AT&L colleagues to refine program documentation to include JCIDS documents, Acquisition Strategy reports, Life Cycle Sustainment Plans, Acquisition Program Baseline, System Engineering Plans and Selected Acquisition Reports.
d. Prepare L&MR executes for effective participation in IIPTs, OIPTs, DABs, DAES and issue team reviews for effective acquisition decision-making.
e. Perform as Senior Functional Leader for Life Cycle Logistics human capital strategic planning and development.
4. Execute Materiel Readiness implementation governance and build upon life cycle product support accomplishments.
a. Monitor program life cycle management metrics and assess program execution of materiel availability, materiel reliability, and ownership cost metrics.
b. Conduct post-IOC reviews.
c. Assist/advocate service achievement of balanced sustainment strategies.
