The DoD Material Disposition function and associated policies implement the requirements of the Federal Property Management Regulation (FPMR), and other laws and regulations, as appropriate, as they apply to the disposition of excess, surplus, and foreign excess personal property (FEPP). Personal property (including scrap) shall be disposed of in a manner that ensures maximum screening to satisfy valid DoD and other U.S. Government Agency needs. After assurance that U.S. Government needs for surplus DoD personal property are met, the Materiel Disposition process permits authorized transfers, donations and obligates DoD to obtain the best available monetary return to the U. S. Government for property sold. While disposing of DoD excess and surplus personal property, the program protects the environment and minimizes the need for abandonment or destruction. This program is executed through the DoD Directive 4140.1, Supply Chain Materiel Management Policy and DoD manuals DoD 4160.21-M Defense Materiel Disposition Manual and DoD 4160.21-M-1 Defense Demilitarization Manual. Interim policy memoranda are also used to ensure that Materiel Disposition Policy is consistently updated when appropriate.
