Overview


Manufacturing and Industrial Base Policy (MIBP) is a dashboard that displays the forecast for contracts procured by the Department of Defense. The DoD Procurement Forecast is divided in the following sections.
  • NAICS Market
    North American Industry Classification System is used by both governments and companies to classify industry based on its economic impact. The user is first presented with a general chart of the NAICS market. The user can compare and contrast the aggregate opportunities by NAICS markets. A user can use the filters on the left to focus on particular opportunities. Due to the amount of data please be patient. A loading image will appear as the data is being retrieved. By clicking on a particular bar it will drill down into that specific market. The step mechanism for the NAICS codes is 2 digit, 4 digit, and finally 6 digit. The drop down below the chart will allow users to hone in on particular NAICS codes that they are interested in which is detailed further in the Isolation section.
    • NAICS Market Filters
    • Agency - A list of agencies creating opportunities in the next three fiscal years.
    • Fiscal Year - A drop down list for the next three fiscal years.
    • Portfolio Group - The acquisition portfolio group that is creating the opportunity.
    • Place of Performance - The location where the economic activity of the opportunity will take place.

  • Portfolio Group
    The user is first presented with a general chart of the Portfolio Groups. The user can compare and contrast the aggregate opportunities by Portfolio Groups. A user can use the filters on the left to focus on particular opportunities. Due to the amount of data please be patient. A loading image will appear as the data is being retrieved. By clicking on a particular bar it will drill down into that specific market. The step mechanism for the Portfolio Groups is the Portfolio Group, an intermediary step, and finally the PSC Code. The drop down below the chart will allow users to hone in on particular Portfolio Groups that they are interested in which is detailed further in the Isolation section.
    • Portfolio Group Filters
    • Agency - A list of agencies creating opportunities in the next three fiscal years.
    • Fiscal Year - A drop down list for the next three fiscal years.
    • NAICS Market - The overarching NAICS market that the opportunity is associatedwith.
    • Place of Performance - The location where the economic activity of the opportunity will take place.

  • Agency
    The user is first presented with a general chart of the Agencies. The user can compare and contrast the aggregate opportunities by Agencies. A user can use the filters on the left to focus on particular opportunities. Due to the amount of data please be patient. A loading image will appear as the data is being retrieved. By clicking on a particular bar it will drill down into that specific market. The step mechanism for the Agencies is Agency, MAJCOM, and finally DoDAAC. The drop down below the chart will allow users to hone in on particular Agencies that they are interested in which is detailed further in the Isolation section.
    • Agency Filters
    • Fiscal Year - A drop down list for the next three fiscal years.
    • NAICS Market - The overarching NAICS market that the opportunity is associated with.
    • Portfolio Group - The acquisition portfolio group that is creating the opportunity.
    • Place of Performance - The location where the economic activity of the opportunity will take place.

Charts


In each General section, the user is greeted with a generic table covering the possible opportunities in the next three fiscal years across all agencies and places of performance and all NAICS codes. The default page and chart a user will be greeted with is the NAICS code general chart which separates the opportunities by NAICS codes. By clicking on the General Groups link under the Portfolio Groups tab, the opportunities chart is now grouped by Portfolio Groups. By clicking on the General Agencies link under the Agencies tab, the opportunities chart is now grouped by Agencies.
The data is displayed as the total value of the opportunities in millions of dollars. Further detail about each column can be gleaned by hovering the mouse over a user's desired column. Detailed information displayed includes the NAICS Code description, total value, and opportunities. To select the popover on another column should there be too many columns to switch easily please navigate your mouse above or below the chart and then position the mouse to the column. If a group is selected via the Stacked drop down then the popover will also break down the information per group selected.

In each Specific section, the user will have to select specific items (determined by which tab the user is currently on) to create the dashboard. If the user is on the NAICS specific Markets tab then the user will have to select one or many 6 digit NAICS Codes. If the user is on the specific Portfolio Groups tab then the user may select one or many PSC Codes. DODAACs will be the mechanism to select in the specific Agency tab. The data is displayed as the total value of the opportunities in millions of dollars. The first chart is a bar chart similar to the bar chart found in the general section. Further detail about each column can be gleaned by hovering the mouse over a user's desired column. Detailed information displayed includes the NAICS Code description, total value, and opportunities. If a group is selected via the Stacked drop down then the popover will also break down the information per group selected. The second chart is a sparkline which total value of opportunities over time. Each line represents a selection made in the drop down above. If there are no data points then there will be no sparkline. The filters and stacked drop down do not interact with the sparkline.

Both the bar charts and sparkline graphs have pan and zoom capabilities. Users can use SHIFT + Mouse Drag Region Selection combination on mouse-enabled devices to zoom in data for a specific description within the chart area. Alternatively the mouse wheel can be used to zoom into the data. To view data that is obscured by zooming in, Left Click + Mouse Drag to the left or right to the desired data.

Stacked Drop Down


The stacked variable drop down is used to group opportunities together. Each section will have a slightly different drop down but the mechanics will remain the same. In the NAICS tab, opportunities can be grouped by either Agencies, Portfolio Groups, or Fiscal Years. The Portfolio Group bar charts can be grouped by either Agencies, Fiscal Years, or NAICS Codes. Within the Agency tab, bar charts can be grouped by either Fiscal Years, NAICS Codes, or Portfolio Groups. Once selected the bar chart will reload and the columns will appear stacked according to the group selected. Mousing over a particular column will display the opportunities and total value for that particular section and broken down by the selected grouping section.

Filters


The filters located on the left side of each of the charts can be used to limit the opportunities displayed to the user. Multiple filters can be selected. A user can also select multiple items in each filter. As each item is selected the chart will update. Should no data be displayed after selecting several filters there are no opportunities with the selections chosen. Clearing the filters can be accomplished in one of two ways. Either the user can click on the Clear Filters link at the bottom of the filters which will erase all of the selections and refresh the grid once or click the x on each individually chosen filter which will refresh the grid each time the selection has changed.

Isolation


If a user does not want to utilize the pan and zoom feature of the charts or cannot compare two items within the same screen, the isolation drop down will list all of the available items. Multiple items can be selected and the chart will be updated with a user's selection(s). The drop down will be updated with only available items if a user selects any filter.

Agency Contacts


A grid of contacts based on their agency is displayed to the user. These contacts can be exported to Microsoft Excel by clicking on the Export to Excel button.

FBO Links


The FBO Links are URLs associated with the opportunities displayed within the chart.

Bookmark This Page


The Bookmark This Page link to the right of the tabs allows a user to save their current selections as a bookmark. The user's browser's bookmark dialog box will appear and they can save the bookmark. If a user bookmarks the page via the browser's bookmark capability without using the Bookmark This Page link, the user will return to the default page and lose their selections.

Reset


By clicking on the Reset link to the right of the tabs the page will refresh and clear out all filters and dropdowns on the page. The tab that the user is on will remain active.
