Important Note: Modifications to this solicitation include:

  • Navy topic N04-104 has been cancelled. Proposals will not be accepted on this topic.
  • Please note that NIMA has changed it's name to the National Geospatial Intelligence Agency (NGA). There also were changes in NGA's instructions and topic posted on November 4, 2003. See SITIS for more information.
  • Navy topic N04-046 has been cancelled. See Navy topic N04-101.
  • Air Force topic AF04-206 has been cancelled.

Technical Questions: Proposers may submit written questions about solicitation topics through the SBIR/STTR Interactive Topic Information System (SITIS)External Link, in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing until the solicitation closes. All proposers are advised to monitor SITIS (04.1 Q&A) during the solicitation period for questions and answers, and other significant information, relevant to the SBIR 04.1 topic under which they are proposing.

Proposal Preparation and Submission: All SBIR Proposal Cover Sheets and Company Commercialization Reports must be prepared and submitted electronically through the DoD SBIR/STTR Electronic SubmissionExternal Link, as described in Sections 3.0 and 6.0 of the program solicitation. For components requiring complete electronic submission, technical proposals must be uploaded through the Submission Website.
