Navy SBIR 17.3 Instructions have been amended on page 4 as follows:
EVALUATION AND SELECTION The DON will evaluate and select Phase I and Phase II proposals using the evaluation criteria in Sections 6.0 and 8.0 of the DoD SBIR/STTR Program Announcement respectively, with technical merit being most important, followed by qualifications of key personnel and commercialization potential of equal importance. Price is listed as evaluation factor 4 in the DoD criteria, but price will NOT be used as an evaluation factor in the selection of proposals by DON; however, any proposal selected for award must be determined to have a realistic price based on a cost realism review prior to any award being made. Further, as noted in the previous sections on proposal submission requirements, proposals exceeding the total costs established for the Base and any Options specified by the sponsoring SYSCOM will be rejected without evaluation or consideration for award. Due to limited funding, the DON reserves the right to limit awards under any topic and only proposals considered to be of superior quality will be funded.

Topic Q&A (SITIS): During the BAA period, communication between small businesses and topic authors is highly encouraged. During the Pre-Release period, you may talk directly with topic authors to ask technical questions about the topics. Their names, phone numbers, and e-mail addresses are listed within each BAA topic. For reasons of competitive fairness, direct communication between proposers and topic authors is not allowed during the Open period when DoD is accepting proposals for each BAA. However, proposers may still submit written questions about BAA topics through the SBIR/STTR Interactive Topic Information System (SITIS). In SITIS the questioner and respondent are anonymous and all questions and answers are posted electronically for general viewing until the BAA closes. All proposers are advised to monitor SITIS during the Open BAA period for questions and answers and other significant information relevant to their SBIR/STTR topics of interest.
