The OSD/SCO SBIR 18.2 Instructions have been amended in the 2nd paragraph of the Proposal Submission description to read:
OSD will only accept proposals that are submitted through the on-line submission site. The submission site does not limit the overall file size for each electronic proposal; however, there is a 20-page limit for the Technical Volume. File uploads may take a great deal of time depending on your file size and your internet server connection speed. If you wish to upload a large file, it is highly recommended that you submit your proposal early and prior to the deadline submittal date, as the last day is heavily trafficked. You are responsible for performing a virus check on each Technical Volume file to be uploaded electronically. The detection of a virus on any submission may be cause for the rejection of the proposal.

Topic Q&A (SITIS): During the BAA period, communication between small businesses and topic authors is highly encouraged. During the Pre-Release period, you may talk directly with topic authors to ask technical questions about the topics. Their names, phone numbers, and e-mail addresses are listed within each BAA topic. For reasons of competitive fairness, direct communication between proposers and topic authors is not allowed during the Open period when DoD is accepting proposals for each BAA. However, proposers may still submit written questions about BAA topics through the SBIR/STTR Interactive Topic Information System (SITIS). In SITIS the questioner and respondent are anonymous and all questions and answers are posted electronically for general viewing until the BAA closes. All proposers are advised to monitor SITIS during the Open BAA period for questions and answers and other significant information relevant to their SBIR/STTR topics of interest.

Proposal Preparation and Submission: All SBIR Proposals must be submitted electronically through the DoD SBIR/STTR Electronic Submission Website, as described in the Proposal Preparation and Submission of Proposal sections of the program Announcement.
