Deputy Director, Performance Assessments

Dr. Peter C. Eggan joined Performance Assessments and Root Cause Analyses (PARCA) in August 2015 as the Deputy Director for Performance Assessments (PA). Pursuant to the Weapons System Acquisition Reform Act of 2009 (P.L. 111-23), Dr. Eggan’s primary responsibilities are to conduct performance assessments of Major Defense Acquisition Systems (MDAPs) and to help the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) maintain situational awareness of the acquisition portfolio.
Dr. Eggan comes to PARCA from The Aerospace Corporation, where he was the Director of the Software Systems Engineering Department. In this role Dr. Eggan and his organization provided software engineering support to space and ground programs at the National Reconnaissance Office (NRO), the Air Force Space and Missile Systems Center (SMC), the National Oceanic and Atmospheric Administration (NOAA), the National Aeronautics and Space Administration (NASA), and the Federal Bureau of Investigation (FBI). Dr. Eggan also supported the Office of the Deputy Assistant Secretary of Defense (ODASD) for Systems Engineering (SE) and the Office of the Chief Information Officer (DoD/CIO) in the area of program protection.
During a break in service to the Aerospace Corporation from 1998 to 2003, Dr. Eggan worked in the Telecommunications industry, first for USWEST and later for QWEST Information Technologies (after the USWEST/QWEST merger). As a Director for IT, one of his primary responsibilities at these companies was to develop a new set of Operational Support Systems (OSSs) to manage a planned Next Generation Packet Network (NGPN). Prior to first joining The Aerospace Corporation in 1990, Dr. Eggan was a staff engineer at Hughes Aircraft Company where he worked in radar analysis, primarily for tactical fighter radars.
Dr. Eggan graduated from the University of California, Los Angeles with a PhD in Mathematics in 1985. He has nearly 30 years of experience supporting technology research, analysis, development, and acquisition in the defense and telecommunications industries. In addition to expertise in systems and software engineering and architecture, Dr. Eggan has experience in communication networks, technical management, software systems development and development methodologies, algorithm development, radar analysis, 6-sigma and CCMI process improvement, neural networks, and fuzzy logic.
