New Item Publication of Updates to DoDI 5000.64 - Accountability and Management of DOD Equipment and Other Accountable Property

An update to DoDI 5000.64 was signed out by AT&L on April 27, 2017, providing new and updated accountability policies and requirements over DoD owned equipment and other accountable property. The update was developed in order to address accountability issues and includes the following key revision areas:

New Item Publication of DoDI 5000.76 on Accountability of Internal Use Software

DoDI 5000.76 was signed out on March 2, 2017 by AT&L formally setting DoD accountability policy for DoD owned Internal Use Software (IUS). DoDI 5000.76 was developed as apart of a DoD-wide working group to remediate a FY 2016 DoD Statement of Assurance self-reported material weakness for accountability of IUS. The new instruction sets forth the policy, roles, and procedures for establishing accountability for these software assets.

A training webinar has been developed to assist Components with understanding and implementing this new instruction and will be held on March 23, 2017 @ 2PM eastern. Memo for Fleet Managers on Annual Fleet Assessments (January 2016)

A memorandum dated, January 13, 2016 was recently published from the Office of the Secretary of Defense (OSD) Deputy Chief Financial Officer and OSD Acquisition, Technology and Logistics (AT&L’s) Acquisition Resources and Analysis office regarding Annual Fleet Manager Assessments of Underutilized Vehicles.

The purpose of this memo is to direct Fleet Managers to perform an annual written assessment of underutilized vehicles to validate and justify the continued use of the underutilized vehicles for mission requirements. The assessments will further assist DoD leadership in making critical fleet management decisions concerning vehicle justification, inventory reduction, and vehicle pooling in support of Executive Order 16369.

Joint Memo on Financial Reporting of GPP&E (November 2014)

A joint signed memorandum dated 29 October 2014 was recently published from the Office of the Secretary of Defense (OSD) Deputy Chief Financial Officer and OSD Acquisition, Technology and Logistics (AT&L’s) Acquisition Resources and Analysis office regarding the Financial Reporting of General Property, Plant and Equipment (GPP&E).

The purpose of the memo is to ensure Service Components and Defense Agencies, to include Field Activity offices focus on GPP&E audit readiness issues (e.g., existence and completeness, rights and obligations, valuation) on a consistent, efficient, and timely basis. The Property and Equipment Policy (P&EP) office, Business Enterprise Integration Directorate, and the Financial Improvement and Audit Readiness (FIAR) Directorate will closely monitor progress and assist as needed, to help eliminate impediments. In an effort to understand current status and determine whether any opportunity exists to assert earlier, status meetings will be held with the financial and functional representatives from each reporting entity before 21 November 2014.

To assist with the preparation for the meeting, PP&E has provided a template detailing topics for discussion. The appropriate action officer is requested to schedule a preparatory meeting over the next two weeks with the P&EP office to ensure the briefing material meets expectations, prior to the senior level briefing.

Guidance, Memoranda, and Webinars (May 2014)

First, the Property & Equipment Policy office has completed guidance for completing General Equipment Valuation. The document, General Equipment Valuation Estimation Methodologies, is available for your reference.

A recent memoranda has been issued with guidance on Fleet Management Information Systems (FMIS). This memo directs the DoD to use Defense Property Accountability System for non-tactical vehicle management. For more information, contact the DoD Fleet Manager as identified within the memorandum.

Finally, the Property & Equipment Policy office conducted a webinar on Statistical Sampling. For those who missed the live session, you may also access the training content which includes the dialogue from the session.
