Functional Leader Roles

DASD(SE) serves as the Functional Leader (FL) for the Engineering (ENG) and Production, Quality, and Manufacturing (PQM) career fields and supports execution of 10 U.S.C. §1702, including Defense Acquisition Workforce Improvement Act responsibilities. The Defense Acquisition Workforce Improvement Act (DAWIA), United States Code Title 10, Chapter 87, was signed into law in November 1990. It requires the Secretary of Defense, acting through the Under Secretary of Defense for Acquisition, Technology, and Logistics, to establish education and training standards, requirements, and courses for the civilian and military acquisition workforce. Civilian and military personnel working in acquisition positions are assigned to career fields. DASD(SE) supports execution of the DAWIA requirements through management of the ENG and PQM career fields. The Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) designates a FL for each career field and the FL’s specific responsibilities are detailed in DoDI 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.

As a FL, DASD(SE) advises and supports the USD(AT&L) in establishing career development policies and procedures, including education, training, and experience requirements for the ENG and PQM civilian and military acquisition workforce. The DASD(SE) serves as the subject matter expert to establish qualifications and career development requirements for the ENG and PQM career fields, and is the proponent for these functional areas.

DASD(SE) establishes, oversees, and maintains the competencies, certification standards, position category descriptions, and workforce planning for the ENG and PQM career fields. DASD(SE) also establishes and maintains key leadership position (KLP) functional specific requirements. The FL is responsible for verifying that Defense Acquisition University (DAU) courses are current, technically accurate, and consistent with DoD acquisition policies. To support this requirement, DASD(SE) appointed an Executive Secretary for the ENG and PQM career fields, established Functional Integrated Product Teams (FIPT), and designated a Chair to manage FIPT activities. In addition, DASD(SE) may develop training requirements for the specialty areas within the ENG and PQM career fields.
